Role Purpose:
Reporting directly to the Professional Service Lead, the post holder will be pivotal in providing leadership and capacity, to ensure the delivery of commercial growth, Value for Money services across CQC Registered services. This role is instrumental in ensuring that service delivery aligns with strategic objectives and achieves meaningful outcomes for individuals and communities across Cornwall.
Provide proactive and effective management for selected transformation programmes and service improvement initiatives, as agreed with the Professional Service Lead, utilising project and programme management skills, driving agreed programmes forward.
Working collaboratively with the Business Change Project Manager (Care), members of the Senior Leadership Team, along with key stakeholders within Cornwall, to ensure the successful delivery of key strategic projects within agreed timescales and resource.
Reporting into Care Senior Leadership Team on progress against agreed actions and projects, raising issues/concerns.
Navigate and negotiate complex service improvement plans that deliver sustainable long-term growth and commercial income in line with Corserv Care Business Plan.
The following areas are priority to address:
-Transformation Plan and re-imagining of Community based service for people with learning/physical disabilities within the Corserv Care short-break services, with a unified delivery model aligned with commissioning priorities and person-centred principles.
-To support timely implementation and delivery of agreed service improvement plans across the community regulated services within Corserv Care Division.
-Sustainability and Commercial growth in Care and Support – including profitability, productivity and service performance.
-STEPS – resetting culture, performance and productivity of STEPS – collaborative working.
-Support the delivery and offer of TECH enabled care services to all service areas.
-Deputising and represent for the Professional Service Lead in their absence.

STEPS
The role will be required to support the delivery of the Service Improvement plan, which includes supporting the delivery of cultural change ensuring the organisations values are embedded across the service. Working with the Registered Re-ablement Manager the role will be responsible for supporting developing partnerships and collaborations across the ICS and provider market.
Care and Support
The role will be required to provide operational leadership and responsibility for budget management, along with the delivery of the Service Improvement Plan, which includes ongoing support to the delivery of cultural change ensuring the organisations values are embedded across the service. Supporting the Registered Manager to identify commercial growth opportunities that contribute to the sustainability and profitability of the service. Working with Marketing and Communications department to develop a comprehensive strategy to support recruitment and growth.
Respite Care Services
The role will be required to provide Senior Operational leadership and responsibility for budget management, resources and delivery of the Transformation plan in accordance with Corserv Care Business Case for future service development. Ensuring Value For Money, personalised outcomes for people who use the service, along with provision of growth and diversity. Working with and deputising for Professional Service Lead in their absence. Participate in the Executive on call rota.

Essential Skills:The following qualifications and experience are essential:
-RMA/NVQ4/ILM 5 or recognised professional qualification in Social Care.
-Significant experience in service transformation and improvement across a range of Community Regulated -Community Services, including Short breaks services.
-Full UK driving licence.
-5 years’ experience in Senior Management/Leadership role across multi-site regulated services.
-Strong leadership skills.
-Experience of managerial responsibility across CQC Regulated Services, including leading teams and managing change with a Social Care or Health environment.
-Experience of and conversant with national care standards and regulations.
-Experience in transforming services and/or service improvement, including culture.
-A proven talent in developing strong relationships, collaborative approaches and engaging with a diverse range of external stakeholders.
-Experience of supporting delivery of change/transformation on time and to budget and guiding stakeholders through service redesign and ensure our programmes are informed by quality insight.
-Experience of working within a profit and loss environment and working within agreed budgets.
-Demonstrate experience in using lessons learnt to develop “best practice”.
-Excellent communication skills – in particular presentation and report writing skills and negotiation.
-Ability to analyse/interpret data and provide clear reports and service delivery plans.
-Previous experience of working as part of a project management team/ understanding of project management techniques.
-Demonstrable experience of budget management and use of resources.
-Ability to multitask workload against competing demands and manage changing priorities.
-Person Centred Practice experience in social care with adults in need of support services and their families or a demonstrable commitment to working in social care.
-A sound working knowledge of Human Resources and associated policies and procedures.
-A good working knowledge and ability to use information technology and related operational systems.
-Ability to have difficult conversations and use effective negotiation skills.
-Flexible approach to managing workloads and changing priorities.
-Experience of working with people who have care and support needs, knowledge of the social care sector/ provision and understanding of inter-agency working.
-Good telephone manner, excellent active listening, oral and written communication skills, and evidence of negotiation, empathy and diplomacy.
-Self-motivated with ability to prioritise, work under pressure and to stay professionally focused within a busy and demanding environment.
The following Qualifications & experience are desirable:
-Understanding of short breaks and Respite in provision of care and support within day service settings.
-Experience of working within Respite services.
- The post-holder is responsible for his/her own self development on a continual basis.
